2 Vs would prefer to obtain U.S, S. R ! @ agreement to sale, which would be in the direct interests of both Governments, but in view of paragraphs 3 and 4 of my letter of 25th May we cannot wait indefinitely for their agreement. (? Director) of Harize has legal powers under Section 27 of the Merchant Shipping Ordinance No.10 of 1899.

3. We had not heard of negotiations with Gul-Marass Bros. to sell as scrap, but Ministry of Transport Representative here now says that proposal has fallen through. Nevertheless the fact that negotiations were started indicates desire on the part of the B...B.R. 6o sell, which may incline thon to accept our proposal.
